According to the results of the Barometer of Business survey conducted by the Ukrainian Chamber of Commerce and Industry in October 2025, the majority of entrepreneurs have prepared for possible disruptions to power supply.
As the Ukrainian Chamber of Commerce and Industry’s press service reported, data from the October survey show varying levels of business readiness for power outages.
“Ukrainian business is ready for dark times. 80% of surveyed entrepreneurs have secured power sources for outages,” the statement says.
October 2025 indicators and trends
In October, the share of enterprises with generators stood at 56%, down 3 percentage points from November 2024; 19% own alternative power sources (+13 percentage points), and 5% have autonomous power (+2 percentage points).
Currently 14% are purchasing equipment (-3 percentage points). Only 7% plan to reduce consumption – this share is half the corresponding figure a year ago (14%).
Overall the Barometer of Business index in October 2025 showed a decline compared with the previous month and remained in the zone of negative expectations.
Sector breakdown and exporters’ sentiment
In the construction sector there was a slight tilt toward positive expectations, but the trend toward weakening continues. Negative sentiments prevail in the other three sectors: manufacturing, services and trade.
Exporters’ expectations remain more pessimistic than those of business overall, the Ukrainian Chamber of Commerce and Industry noted.
The overall monthly conclusion indicates the persistence of cautious forecasts: businesses continue to adapt to new conditions, using various power sources and optimizing costs, while keeping an eye on external factors that affect export activity.
